4 1. The Problem: Lithium-ion Batteries Pose Unique Fire and Explosion Risks In workplaces across the UK, lithium-ion batteries are increasingly common – powering tools, forklifts, e-bikes and more. Lithium-ion batteries are rapidly becoming the standard in the UK because they combine convenience, sustainability and compliance. They offer cordless freedom, clean and quiet operation, and eliminate the fumes and maintenance of petrol-powered devices. As the UK drives towards net zero, consumers and businesses alike are embracing battery-powered tools, vehicles and energy storage as greener alternatives. Regulatory pressures, including the 2035 ban on petrol and diesel vehicles, restrictions on noisy ICE machinery, and incentives for renewable energy adoption, are accelerating this shift. The result is a future where lithiumion technology is not just a choice – it’s a necessity. While most batteries are safe under normal conditions, factors such as electrical overload, thermal overload, mechanical damage or deep discharge can push them into thermal runaway. Thermal runaway is highly unpredictable and, once initiated, almost impossible to stop with conventional methods. During thermal runaway, batteries can reach extreme internal temperatures, ignite surrounding materials, and release toxic gases. Extinguishing these fires is exceptionally challenging: traditional water or CO₂ extinguishers are often ineffective because the battery continues to generate heat internally. Firefighters may have to resort to submerging the battery in water for prolonged cooling, yet even then, re-ignition is common. The dense toxic smoke released not only limits visibility but also contains corrosive and highly poisonous gases, posing severe risks to employees and emergency responders. Lithium-ion batteries can cause a fire. Causes include: Mechanical damage Deep discharge Thermal overload Electrical overload In combination with the high energy density of the battery Unstable cell Caused by external heat or energy sources During charging and discharging

5 2. Probability of Accidents Is Rising Rapidly The number of lithium-ion batteries stored and charged in workplaces is growing year on year. Many charging operations take place overnight and unattended, heightening the risk of undetected failures. Damaged, ageing, or defective batteries are especially prone to internal short circuits and thermal runaway. These factors have contributed to a sharp rise in battery-related fires in UK industries. UK fire brigades are now tackling at least three lithium-ion battery fires a day, following a 93% surge between 2022 and 2024, according to new research from business insurer QBE. Additionally, cost pressures sometimes lead to the use of non-original chargers and replacement batteries, often unknowingly. These uncertified components may lack the necessary safety features. One faulty charger or battery is enough to initiate thermal runaway and cause a catastrophic event. Adding to the risk, it is often difficult for businesses to verify the authenticity and safety compliance of batteries and chargers within complex supply chains, making unintentional use of unsafe components more likely.
